Gas Tank Shell Bolt Question

sup guys I got an aftermarket fairing kit (fits like shit)
and I forgot which way do you insert these metal things...towards the frame(down) or up ?



OR



thats cat hair btw not a scratch lol

the diagram ive seen online shows it to be like pic #2 but that makes no sense.. pic number 1 makes more sense but according to a diagram I have its wrong

any input?

lol fags.. so it is pic #... but how does that make sense why would it go towards the frame and the bolt just sits on top against the rubber piece

makes more sense the other way around taht the rubber sits against the frame the bolt goes on top where the metal spacer thing is

Ya I figured but its wierd number 12'' is called a collar but I guess I can see how it could make sense for it to face down/into the frame.

btw does anyone know wtf is number 6 is ? I didnt have that piece when I took off my gas tank shell unless i missplaced it ?
