Speedo/Tach Problems CBR 07

I have a problem with my tach needle, 07 CBR 1000RRwhen you turn on the bike, the needle is stuck, the needle is stuck at 3k 7k 11k, etc, hit him and moved to other rev, and again but still locked, sometimes to normal , sometimes it works normal, but when you turn off and on again stays stuck.
Sometimes I turn it on and everything works normal, but off and on to see if it was solved, it fails again.
