Speedometer malfunction question

I finally got my bike running but my only problem is that when you start it, the speedometer reads 20mph at idle. If you rev it up, the speed reads higher, then back down to 20ish. Any ideas???

It's getting the signal from somewhere and it's wrong. Does the tacho work?
