well i am certified honda technician and that most certainly is not any kind of fusible link. It appears to be a diode, which allows electricity to travel one direction but not the other. I would have to agree with the others in that if this blew, there might be some problem with the board. chances are fairly decent though that just straight replacing it (with the soldering skills also mentioned) will fix the light however usually it is difficult to determine exactly which piece is needed since most diodes are color band coated and since the old one is blown up or not really there anymore it might be difficult to get the exact same piece unless u have a known good one to look at for reference.
