First I should start by doing my job and advising you that hid and/or blue headlamps are illegal and considered unapproved equipment...

Now that that's out of the way, try flipping the plug in the ballast itself. On occasion, I have found that some vehicles run a different circuit and the + and - may be flipped. So where the plug goes into the ballast, flip it. Don't worry, you won't blow a fuse doing it that way...

I would start by buying a quality projector hid kit instead of $12 Ebay ballasts.. Lol
