Hi, I just sold my 1199 Panigale and I'm just about to buy a CBR1000RR. I found one at a dealer with 1200 miles on. They said it is a 2018 bike, registered in 2019 but I have a feeling it is a 2017.
The first part of the VIN is : JH2SC77A9HK

Also, are there any known issues I need to be aware of?

The vin plate on the side of the bike has a build date.

That’s build year is year model. Easier than decoding the vin.

10th character is year, H = 2017, J = 2018 & K = 2019

That’s a 2017 vin

It’s probably an ED model, European Direct Sale so it’s full power.

Die bike is ń lekker vinnige bliksem

Agree with above. You can't dispute the 10th character. Too many dealers try to pull the wool over prospective buyers eyes; happens far too often in UK.

No known problems, although there was a recall for the early 2017 models for a fuel tank filler seal.

A great bike that you will enjoy, BUT given that it's actually a 2017 should mean a proportionately lower retail price.

Depends on market - looks to be from SA where prices hold well.
