i have seen it dont wouldnt do it myself though easier to get a new inner tube because you want it to work right. what yr you have?

Can the upper part of the fork be straightened?

Yes--BUT--if there are any irregularities on the inside--creases, dimples anything else, you need to get a new upperCan the upper part of the fork be straightened?
I just paid $300 ( I get a really good deal) for a new one for the 08 as there was a dimple on the inside and the bearing was hanging up on it
